It will save your toolbar placement as well as which dialog boxes are open. Just remember, any changes you make, do a saveas and overwrite the previous workspace. Just to clarify I'm talking about the toolbars you can add when right-clicking the primary/main taskbar. I only see the "toolbars" pop-out menu when right-clicking on the main taskbar on the main display, and I cannot drag the toolbars to the other monitor.
